The creation of local governments is a Constitution matter as no local government can be created without the approval of the federal government according to constitutional provisions. However many have argued that for meaningful development the states need to have more local governments to create desire impact at the grassroot level. Lagos State presently have 20 local governments and 37 Local Council Development Areas LCDA.  The 37 LCDA are not recognized by the Federal Government hence are not alloted funds. The efforts of the Lagos State Government to create more local governments were frustrated during the time of  former President Olusegun Obasanjo when the then Governor Bola Tinubu now President was  at the helms of affairs in the state  In its determination to see that there are positive impact at the local level, the state created 37 LCDA to complement the existing 20 local governments.
