Sales of Electronic Call up tickets to truckers by Nigerian Ports Authority is illegal......Lucky Amiwero.

The Electronic call up tickets to truckers should be part of the responsibilities of the Nigerian Ports Authority (NPA) towards improvement of service, therefore the sales of the tickets is illegal.
This is the submission of the National President of the National Council of Managing Directors of Licensed Customs Agents (NCMDLCA) Mr. Lucky Amiwero at a one day breakfast meeting organised by the Maritime Reporters Association of Nigeria (MARAN) on the challenges of the Electronic call-up system towards optimal performance.
He argued that the sales of the tickets is not tied to any service, as NPA should be responsible for paying for the Eto call-up tickets and placing the burdens on the truckers is illegal.
Mr. Amiwero said that the Port Act of 1999 allows only the licensed agents to process documents and go into the port, hence the documentation of the Eto-call up should be done by clearing agents and not transporters.
"The Eto call up is part of Port infrastructure that must be maintained by NPA, the payment by licensed customs Agents is therefore double handling. That money you are collecting we would go to court and collect back because it is not backed by law".
In his own speech, the Managing Director of Nigerian Ports Authority Mr. Mohammed Bello-Koko represented by the General Manager, MD's office, Mr. Ayo Durowaiye said the adoption of the Eto-call up system has reduce traffic along the port corridor drastically.
He said the turn time for trucks that used to take up 15-17 days has reduce to two days.
Director of Operations Performance Office of TTP, Mr. Adekunle Ojo, said that as part of efforts to automate the Eto call-up system the company has made requisition for the introduction of E-tag which is awaiting the approval of NPA.
Ojo accused the clearing agents of being responsible for the manipulation in the Eto call-up system.
According to him most clearing agents make photocopy of their TDO and give different copies to truckers all in the hope of getting the cheapest price.
On his part, the President Barge Operators Association of Nigeria, BOAN, Honourable Olubunmi Olumekun said though the TTP has made some level of progress in traffic management, there is still room for improvement.
He warned the government not to allow those who are not in the cargo business or who do not know anything about cargo to be placed in cargo management, as he identified this as one of the problems facing the operation.
Welcoming guests to the breakfast meeting, President Maritime Reporters Association of Nigeria, Mr. Godfrey Bivbere said the Association was concerned about the level of corruption in the system.
He said though laudable it is bedeviled with corruption. Bivbere said the system should not be seen as a revenue generation for some people.
